Federal investment in California's aging water infrastructure is necessary to provide national economic and environmental benefits, as well as forestall a water shortage that could prove more damaging than the current energy crisis, according to an Association of California Water Agencies (ACWA) spokesperson. Steve Hall, executive director of ACWA, says its members support legislation to develop additional water supplies and restore ecosystems in California through the Cal-Fed Bay Delta program.
