Two suburban Philadelphia lawmakers are introducing legislation to require minimum statewide construction standards for wells and certification of well drillers. Pennsylvania is second among states in number of households served by private wells - more than 1 million, with 21,000 new wells drilled annually. However, it is among just four states without construction standards or certification requirements.

The legislation would add an estimated $600 to $1,000 to the cost of drilling a well.
