The Sierra Club and Friends of the Santa Clara River have filed a lawsuit in Ventura County, Calif., claiming that water agencies have inaccurately reported water supplies in the Urban Management Plan. The lawsuit claims the agencies have overstated the amount of available water. The report states that there will be enough water to supply about 2,000 new homes a year. Plaintiffs say that this statement fuels urban sprawl, especially in the proposed 21,600-home Newhall Ranch project. They further state that the inaccurate projections are based on "paper" water rights that may never materialize.

Ventura County filed a separate suit asking a judge to order an agency to redo the report with accurate numbers and outlook.
